  • For pensioner employees with temporary work contract, the calculus base for the health insurance fund is calculated differently, depending on the pension value. If “Pension value” is lower than 740, then the health insurance fund calculus base is 0, otherwise it is the difference between the pension value and 740. According to changes of Law 571/2003, which took effect on 01/07/2012, the social insurance contribution is not retained for employees who already have a contract, starting with the second temporary work contract or royalties contract.

Thus, the following change has been made:

In Employee Sheet menu ->Additional data tab, you have the option of adding a line with the formula: Additional income – temporary work contracts and royalties. Accepted values are:

  • 0 – if it is the only income – social insurance contribution is calculated (if there is no line, 0 will be the default value);
  • 1 – if it isn’t the only income – no social insurance contribution is calculated.

If you add a new state-funded company, this will have the new chart of accounts by default, according to Order 2021/2013.

For existing companies, you can update accounts using the “Chart of accounts update” in the Tools menu. This option will change synthetic accounts in the chart of accounts and settings with the new accounts. Records will also be updated with the new accounts.

The replacement is not done automatically for analytic accounts. Manual creation of new accounts is necessary. In order to replace them in the records, you need to use the “Account reassociation” option in the Processing menu.

Important!

  • You must check the VAT upon collection option before filling out the accounting note, in the data collection grid, because the application automatically applies VAT options which are necessary for correctly displaying sales/purchase journals;
  • New VAT options were added for VAT upon collection invoices;
  • For foreign currency VAT collection/deduction notes, the exchange rate is that of the sales/purchase invoice;

  • New commercial journals versions were added (2013-II), which will only emphasize operations in the selected interval;

Legal updates:

  • Added the electronic format of semestrial financial statements at the 30th of June 2012 for business operators, approved by Order of the Ministry of Finances no. 879/25th June 2012. These changes apply to persons who are incident to accounting regulations in compliance to the fourth directive of the European Economic Communities, part of the accounting regulations in compliance to European directives, approved by Order of the Ministry of Finances no. 3055/2009, including subsequent amendments and additions, and who registered a turnover higher that the RON equivalent of 35.000 EUR in the previous year. According to point 2.17 in the Order Annex, business operators who didn’t perform work since the starting date until the 30th of June 2012, who were in temporary inactivity for the whole first semester of 2012, who registered their business in 2012, as well as legal persons under liquidation, do not prepare financial statements for the 30th June 2012.

  • Added the electronic format of annual financial statements at the 31st of December 2011, prepared by entities whose financial year coincides with the calendar year, stipulated in art. 3 and art. 4 of Order of Ministry of Finances no. 52/16.01.2012 regarding the main aspects related to preparing and submitting annual financial statements and annual reports at territorial units of the Ministry of Finances. According to art. 185 of Law no. 31/1990 regarding companies, republished, including subsequent amendments and additions, the board and the directorship, respectively, is required to submit, in paper and electronic format or only in electronic format, with extended electronic signature, the annual financial statements, their report, the censors’ report or the financial auditor’s report, by case, at the territorial units of the Ministry of Finances.

Functional updates:

  • Monthly reevaluation procedure of foreign currency was revised. Now, the reevaluation note for each account includes details of each reevaluated document. If you wish to amend reevaluated documents, the monthly reevaluation note of the account will be deleted.
  • Option to order every grid column was added in D394.
  • The calculus formula for R12 and R25 was modified for D300.
  • Sales invoices with “Exempted” option are not taken over anymore in D390.
  • The length of the email field in the company configuration settings was increased from 30 characters to 200.

Functional updates:

  • Checkbox “Automatic calculus of exchange rate differences” was added in the Files menu->Company configuration->Use options and in the Files menu->Personal settings. If you uncheck this option, the application will no longer automatically calculate exchange rates differences when registering a foreign currency receipt or payment.
  • This version has a new automatic monthly reevaluation procedure which generates an accounting note for each account with foreign currency balance. Three columns were added in the universal collection grid: Reevaluation date, Currency and Reevaluation rate. Upon automatic reevaluation, the application will fill out the last date, currency and rate the reevaluation took place at, in the accounting notes afferent to the documents which have a balance, in the third party account line. This helps calculating exchange rates differences upon collection or payment. Also, reports accessed from the Listings menu->Third party monitoring will calculate the documents balance, depending on the reference date and reevaluation date. If you want to take the manual reevaluations into consideration when calculating the exchange rates differences, you need to fill out the date, currency and rate of the reevaluation for each reevaluated document, besides the reevaluation note. If you need to take the manual reevaluations into account when reopening a year, you need to fill out the date, currency and reevaluation rate in the reevaluation note, in the reevaluated account line. The filled out information will be taken into account for ulterior automatic reevaluations.
  • Reevaluation by balance and third parties details procedures were remade to take the new reevaluation method into consideration. You now have the option to declare if the reevaluation was manual, upon reopening. In this case, only a reevaluation notes check will be performed. If there aren’t any, only a warning message will be displayed, without blocking the reopening procedure.
  • In the Files menu ->Company configuration->Use options and in the Files menu->Personal settings, a “Verify fiscal code uniqueness” checkbox was added. If this option is unchecked, the application will not verify the uniqueness of the fiscal code when registering a new partner in the database.
  • The explanation for the accounting note now has 100 characters.

According to changes of Law 571/2003, which took effect on 01/07/2012, the social insurance contribution is not retained for employees who already have a contract, starting with the second temporary work contract or royalties contract.

  • 0 – if it is the only income – social insurance contribution is calculated (if there is no line, 0 will be the default value);

WARNING!!

This version includes database architecture changes and also, changes regarding their construction/update mode. Existing databases will not be lost, but they will remain invisible to the next version, until they are manually relisted. Existing databases, created with previous versions of the application, can be retrieved in the companies list by following these steps:

1.Login with the usual application user and password.

2. Press the Create button in the entities list.

3. Check the “Associate with existing database” button. A new combo field with the list of all databases of the SQL server will appear.

4. Search the company in the “Databases” list.

5. Choose the code of the old company.

6. Press OK. Your company is in the new list.

The system will update the companies only when they are accessed for the first time.

Starting with version 3.0, the Audit system doesn’t share its databases with other CIEL products and deletes any unused structure from the previous version. Do not open other application databases (such as CIEL Accounting) in the Audit application, without previously saving them.

To continue working with the database in both CIEL Accounting and CIEL Audit and Revision, follow the steps below:

1. Save the company in CIEL Accounting in a .bak copy file.

2. Create a new company in CIEL Audit.

3. Restore the .bak copy file in CIEL Audit.

After restoring, the application will update the data.

What is new in version 3.3 versus 3.0The balance sheet calculus mode was fixed, so it would consider the initial balance from turnover import data sources.

  • Records import with 2 accounts per line was fixed.
  • The setup process was optimized. Additional programs required for the optimal use of the CIEL Audit application are now silently installed, without user intervention, when the application is first launched.
  • The user is asked whether to install the SQL server or not, for multiple stations systems (Demo and Network).
  • The current version is distributed with SQL EXPRESS 2005 Service Pack 2 server. If the connect details are the application default, they connect to the local CIEL server with “sa” user and “cielosa” password.
  • Added an element in the status bar, showing the actual version of the application (demo, single workpost-mono, network).
  • Balance calculus was fixed in procedure B6, not to round the initial balance of credit and debit.
  • Documents import from CIEL management systems was fixed.
  • Calculus procedure for records samples was fixed.
  • Starting with this version, a single workstation license application can connect to a network SQL server, with client rights.

CIEL Audit and Revision – version 3.0 – 8th August 2011

  • A synoptic table of imported accounts was added in Section B6. You can set the account significance by comparing turnover totals with the significance threshold. For accounts that are set as significant, you can configure the sections in which the accounts will be treated.
  • The following work agreement complies for this section:
    • For assets accounts, debit balances which are not null, have the + sign (they are positive values), being used in calculus and statements as positive values.
    • For liabilities accounts, credit balances which are not null, have the – sign (they are negative values) , being used in calculus and statements as negative values.
  • A comparative accounts table was added for each section from D to U. It can be automatically filled with previously set accounts from section B6.
  • You can check the “demo” option when creating companies and you can ask the system to fill your database with a demo set of balances and records.

CIEL Audit and Revision – version 2.5 – 22nd April 2011

  • Audit sections were changed, according to the new “Audit Quality Guide” of 2010;
  • Data import procedure was fixed;
  • The “Document number” field was set from numeric format to alpha-numeric format on data import;
  • The significance threshold calculus mode was modified according to the new B5 section;
  • The sample calculus mode was modified, according to the new B7 section;
  • Worksheets were removed, for now.
